Doubts grow, not economy, under UK austerity drive (AP)

MANCHESTER, England ? Jobs have been lost, libraries shuttered, sailors sacked and street lights dimmed ? Britain is beginning to taste the bitter medicine David Cameron warned was necessary to fix its wounded economy. It's left some wondering: Is the remedy worse than the symptoms?

As Cameron's Conservative Party gathered in Manchester Sunday for its annual convention, the prime minister faced a test of his resolve to tame the country's ballooning budget deficit ? his key priority since taking office in May 2010 at the head of Britain's first coalition government since World War II.

Though the sharpest measures of a 81 billion pound ($126 billion) four-year program of public spending cuts are yet to bite, there are fears that the drastic action intended to slash Britain's debts has stalled the country's stuttering economic growth ? a point of growing unease between the Conservatives and their left-of-center partners, the Liberal Democrats.

Figures released last month showed growth in Britain had slowed to 0.2 percent in the second quarter, diminishing hopes that the country's businesses can generate new jobs to replace public sector posts being lost under the austerity plan. In the last year about 250,000 public sector workers have been laid off, and the country's jobless rate was 7.9 percent in the period between May and July.

Cameron insisted Sunday that the government's plan would revive Britain's economy and leave the country on a sound fiscal footing.

"Things are difficult," he told the BBC, "but we need to explain to people what are we trying to build at the end of it."

Many Britons remain unconvinced. As the Conservative rally opened Sunday, 35,000 people ? according to a police estimate ? staged a union-organized march through Manchester, 180 miles (290 kilometers) northwest of London, denouncing the "Tory fat cats" and their cuts to public services and pensions.

Public sector workers plan to hold a one-day national strike Nov. 30 against the government's austerity plans. Mark Serwotka, leader of the PCS union, said it would be "the biggest strike in Britain in 80 years."

Though Cameron's uncompromising plan to trim spending has won the confidence of credit rating agencies, the International Monetary Fund has warned that the U.K.'s growth is likely to stall further.

Last month the IMF cut its growth forecast for the British economy to 1.1 percent this year from its previous forecast of 1.7 percent in April, and urged Cameron to slow down the pace of austerity measures should growth fall even lower.

"From almost day one they had an austerity plan, but they had no plan for growth," said David Blanchflower, a professor at Dartmouth College and a former member of the Bank of England's Monetary Policy Committee, who has long been critical of Cameron's plans.

Opposition to Britain's spending cuts has already boiled over into street protests, with public sector workers marching on Parliament and students angry over rises to college tuition fees engaging in violent protests, including an attack on a car carrying Prince Charles and his wife Camilla.

Analysts suspect riots which flared in August ? when mobs of young people torched cars and looted stores in several English cities ? were sparked in part by a sense of desperation among jobless urban youths.

As Cameron prepares to make a keynote speech to the Conservative convention on Wednesday, he must choose whether to press ahead with his austerity plan despite creeping public concern, or soften the program and offer measures aimed at kick-starting growth.

He signaled Sunday that he would resist calls ? now coming from some within his own party ? to change direction by introducing tax cuts or spending schemes.

"Is it really a good risk to spend a few more billion now and potentially put at risk the low interest rates that are so key to your economic revival?" Cameron said.

"The key to a growth strategy is: are you making it easier for business to expand, to grow, to invest? And we are," he added.

Cameron's uncompromising line could increase tensions between his party and the Liberal Democrats. The smaller party, led by deputy prime minister Nick Clegg, used its own convention last week to pledge to be more assertive in its role as junior partner in Britain's governing coalition.

Critics have started to discuss the looming breakup of Britain's coalition ? most likely shortly before the country's 2015 national election. "If it's a marriage, well it's a good natured one, but I'm afraid it's temporary. We're staying together for the sake of the kids," Tim Farron, Liberal Democrat president, told the convention.

But Cameron predicted the coalition would last till 2015 ? though he stressed, "I'm happily married, but to my wife, not to Nick Clegg."

Steven Fielding, professor of political history at the University of Nottingham, said that so far Britain's public hasn't turned against Cameron's government, or its austerity plan ? but stressed that many spending cuts slated for the next three years have yet to kick in.

"The cuts have been announced more than they have been applied; unemployment is rising, but it hasn't taken off. People are giving them the benefit of the doubt for now," he said

There is also a realization that as European trading partners labor under their own debt crisis and the U.S. grapples with a sluggish economy, Cameron may have little ability to deliver a return to prosperity. "The fate of this government is largely in the hands of people who don't live in Britain," Fielding said.

"Frankly, right now the eurozone is a threat not just to itself, but also a threat to the British economy, but a threat to the worldwide economy," Cameron said.

A ComRes telephone poll last month for The Independent put Cameron's Conservatives on 37 percent, ahead of the main opposition Labour Party on 36 percent. It was the first time the polling company had recorded a Conservative lead since Oct. 2010.

The survey of 1,000 adults by telephone between September 23 and 25, did not specify a margin of error, but it is typically plus or minus 3 percentage points in samples of a similar size.

Ed Miliband ? elected as Labour chief a year ago after he narrowly defeated his better known brother David, the ex-Foreign Secretary ? last week sketched the outlines of his own vision for Britain, ditching much of the legacy of predecessors Tony Blair and Gordon Brown.

(AP) ? Nearly an hour after one more loss in a historic collapse, Freddie Freeman walked through the Braves clubhouse still wearing his No. 5 uniform, as if he couldn't believe he'd be taking it off for the final time this year.

Indeed, the season is over.

It's going to take a long time to get over this one.

With a September swoon that ranked right up there with all those playoff flops in the 1990s and 2000s, Atlanta frittered away a wild card that seemed a certainly just a few weeks ago. Instead, it's St. Louis heading to the playoffs, while the Braves have all winter to figure out what went wrong.

Was it that blown lead in St. Louis, which opened the door for a Cardinals sweep that seemed to turn the tide in early September? Was it that potentially game-ending grounder Chipper Jones somehow lost in the lights at Florida, quickly followed by a homer that handed the Braves another excruciating loss?

Was it the injury-plagued starters? The young bullpen that seemed to wear down? The punchless offense that totally disappeared in the final days?

Whatever the reasons, it officially ended Wednesday night with closer Craig Kimbrel blowing a lead in the ninth inning and Hunter Pence coming through with a two-out, broken-bat single in the 13th that gave the Philadelphia Phillies a 4-3 victory.

But the collapse began long before the regular season finale. The Braves were a dismal 9-18 in September and ended with a five-game losing streak to finish a game behind the Cardinals.

"We had our chances," center fielder Michael Bourn said. "Not just this game. You can go weeks before."

The Braves were 10? games ahead of St. Louis before play on Aug. 26. They were still up by 8? games on the morning of Sept. 6. Instead of popping champagne for a second straight trip to the playoffs, they became the first team in major league history to squander a lead of at least eight games for a playoff spot in September.

They had company a short time later when Boston did the same in the AL, but that was of little consolation in Atlanta.

"This is tough," All-Star catcher Brian McCann said. "This is one of the worst feelings I've ever had coming off a baseball field."

More than an hour after St. Louis routed Houston 8-0 to claim at least a share of the wild card, the Cardinals got it outright when Freeman hit into a season-ending double play.

Freeman buckled over down the right-field line, burying his head in his hands. Dan Uggla, who was on base, crawled on his knees near second base. In the Braves' dugout, everyone else just stared at the field in disbelief.

The Braves had this one. And they blew it.

"I can't fathom it," Freeman said.

Riding a strong showing by starter Tim Hudson and a two-run homer by Uggla, Atlanta went to the ninth with a 3-2 lead and its record-setting closer on the mound. Kimbrel already had 46 saves, more than any rookie closer in baseball history, and he needed just three more outs to ensure the Braves would head to St. Louis for a one-game playoff Thursday.

But the hard-throwing Kimbrel was all over the place, walking three. He also surrendered a hit and Chase Utley's sacrifice fly. The stocky right-hander couldn't even finish the inning, giving way to Kris Medlen.

"My mind was rushing," Kimbrel said. "Things started moving too fast. My head started moving too fast. My brain. I didn't put it together. It was just too late."

Medlen had pitched only one game in the big leagues all year after coming back from Tommy John surgery, but he got the third out in the ninth and breezed through the 10th as well. Unheralded relievers Anthony Varvaro and Cristhian Martinez also pitched scoreless innings, but the Braves' hitters just couldn't produce another run in time.

Atlanta scored only seven runs in its last five games.

In the 13th, Scott Linebrink (4-4) got himself in trouble with a one-out walk to Brian Schneider, a .176 hitter. Jimmy Rollins flied out to center, but Utley grounded a 3-2 pitch into right field to keep the inning going. Pence followed with a blooper to right off the fists, the weakly hit ball landing between first baseman Freeman and second baseman Uggla, barely making it to the outfield grass.

But it was in just the right spot. Uggla slid out to get it but had no play anywhere. Schneider raced in with the go-ahead run.

"Liney made a great pitch," Uggla said. "Hunter just fought it off and it landed in no-man's land. I couldn't make a play on it. Just one of those things. It kind of describes the whole September."

Jones started the 13th by striking out, but Uggla gave the Braves a glimmer of hope by drawing a walk off David Herndon. What was left of the raucous crowd of more than 45,000 pleaded for Freeman to come through, but all he could do was hit a grounder to first baseman John Mayberry, who started the 3-6-3 double play that ended the Braves' season.

Justin De Fratus (1-0) earned his first career win with a scoreless 12th. Herndon picked up his first career save.

"We got our butts kicked for the last couple weeks of the season," Jones said.

He pointed to the odd loss in Florida as the one that really pushed the Braves into panic mode. They were never able to get out of it.

"When you lose a ground ball in the lights and the next guy hits a two-run homer to beat you, you kind of get a feeling something's out of your control," Jones said. "It just seemed like from that point on we were playing more to protect the lead than to go out and extend it."

The mood in the Atlanta clubhouse was somber before the game. Jones was sprawled out in a recliner watching television. Uggla sat quietly at his locker. Hudson stared straight ahead, focusing on one of the most important starts of his long career.

Then, shortly before Atlanta took the field, the 39-year-old Jones ? the only remaining player from the 1995 World Series champions ? gathered the entire team around him in the dugout for a pep talk. Everyone listened intently, then began clapping when he finished.

Hudson pitched six-hit ball over 6 1-3 innings, just the sort of performance Atlanta needed given its offensive struggles of late.

But the final innings were excruciating for the Braves, who saw the Cardinals' big lead on the out-of-town board and knew they had to win.

Uggla was thrown out at home by Pence to end the sixth. Fill-in shortstop Jack Wilson botched a likely double-play ball in the seventh, allowing the Phillies to cut Atlanta's lead to a single run.

Eric O'Flaherty took over for Hudson after the error, and the defense came through with a double play that ended the threat. Jonny Venters ran into more problems in the eighth before striking out Raul Ibanez with the bases loaded. Finally, it was Kimbrel, unable to escape the mess he made for himself.

"It was tough to be so close and then have the feeling like it was falling out of your hands," he said. "And that's the feeling I have now."

Bank Sales Training ? 6 Implementation Strategies That Work | The ...

If your bank wants to grow small business by penetrating the existing branch relationships you want to keep, the first and most important step is to define the implementation strategy. The biggest challenge is engaging managers to coach and lead change. Eighty-seven percent of training impact is lost within a month unless trainees? managers begin coaching immediately.

Frequently, training department teams must do the work that line managers should do to focus and lead managers through an organized roll out of new sales initiatives and training that supports them. Six steps to engage business leaders and increase the impact of training and bank results:

Urge senior managers to sponsor efforts to track leading indicators, even if this must be done manually for six months. Use the metrics to calculate training?s ROI.
? determining how you will let branch staff know how well they?re tracking toward goal.
? guiding managers through a process for communicating with staff pre-training and post-training so that they are clear on results, measurements, expectations, and feedback mechanisms.
? establishing a tracking and reporting method that will enable senior leaders to see who is coaching and to tie banker performance to coaching activity.

Clarity?s experience shows that 10% of the impact of training is the design of the curriculum itself and 90% is how well it?s implemented. Defining results and how they?ll be measured, setting clear expectations for branch staff on how to achieve them, explaining how training is going to help them move toward the goals, and discussing the activities they will perform should all occur before any training takes place.

Federal agents raid Imperial Holdings' offices (Reuters)

(Reuters) ? Federal investigators on Tuesday raided the Florida offices of Imperial Holdings Inc (IFT.N), a company that makes lump-sum payments on legal settlements and life insurance policies, the FBI said on Tuesday.

The agents were operating on a search warrant issued from New Hampshire, the FBI said.

The Palm Beach Post reported that FBI agents appeared to be gathering evidence inside the company's offices, and pictures on its website showed agents leaving the building.

The South Florida Business Journal said an agent leaving the building said he was working for the U.S. Treasury.

Shares of Imperial were halted for pending news at 1:42 p.m. ET and did not trade the rest of the day. The stock last changed hands at $6.32, down 2.8 percent.

The company raised $179.2 million in an initial public offering in February. The stock has lost 41 percent of its value since then.

Its largest shareholder, with a 9.5 percent stake according to Thomson Reuters data, is Pine Trading Ltd, a Bahamas-registered entity that only holds Imperial shares.

According to Imperial's annual report, Pine Trading is controlled by David Haring, who also controls other entities in partnership with Imperial Chief Executive Antony Mitchell.

Insiders have recently been buying, according to Securities and Exchange Commission filings. Director Robert Rosenberg bought 1,000 shares in August, and Chief Financial Officer Rory O'Connell bought 7,500 shares then as well. O'Connell did not own any shares before that purchase, the filing showed.

Imperial lost money every year from 2008 through 2010 but was profitable in the first six months of this year, according to its posted financial statements.

The U.S. Attorney's Office in New Hampshire declined to comment. A spokeswoman for the Florida attorney general's office could not immediately comment. Imperial executives did not return calls for comment but a spokesman said the company would be issuing a statement.

Underwriters on Imperial's IPO were led by FBR Capital Markets. FBR did not return calls for comment.

Not only do they commonly injure employees, but can often generate a chain-reaction of mayhem affecting nearly all levels of a corporation. They can mean lost work hours and subsequent production drops, compensatory damages and fines, and the loss of employee trust and sometimes even potential customers. ISO 18001 was created to help any business to control its health safety and occupational risks, and to implement a management and control system that is a good fit with current company regulations.

This regulatory system promotes standardized safety procedures within any workplace organization. It helps companies reduce the need for forcibly enacted legislative controls, and reduces the potential for accidents ultimately leading to a decline in overall performance. Rather than simply generating more bureaucracy, implementation of these regulations usually has a very positive effect in the workplace.

The benefits are often measurable. Gold nanowires in engineered patches enhance electrical signaling and contraction

ScienceDaily (Sep. 26, 2011) ? A team of physicians, engineers and materials scientists at Children's Hospital Boston and the Massachusetts Institute of Technology have used nanotechnology and tiny gold wires to engineer cardiac patches, with cells all beating in time, that could someday help heart attack patients.

As reported online by Nature Nanotechnology on September 25, the addition of gold wires to the engineered heart tissue make it electrically conductive, potentially improving on existing cardiac patches. Such patches are starting to go into clinical trials for heart patients.

"If you don't have the gold nanowires, and you stimulate the cardiac patch with an electrode, the cells will beat only right where you're stimulating," says senior investigator Daniel Kohane, MD, PhD, of the Laboratory for Biomaterials and Drug Delivery at Children's Hospital Boston. "With the nanowires, you see a lot of cells contracting together, even when the stimulation is far away. That shows the tissue is conducting."

After incubation, the patches studded with the gold nanowires were thicker and their heart muscle cells better organized. When stimulated with an electrical current, the cells produced a measurable spike in voltage, and electrical communication between adjacent bundles of cardiac cells was markedly improved. In contrast, only a negligible current passed through patches lacking the wires, and cells beat only in isolated clusters.

Kohane thinks the nanowire technology could be applied to the engineering of any electrically excitable tissue, including tissue in the brain and spinal cord. Gold was chosen as a material because it's a conductive material, easy to fabricate, scientists have a lot of experience with it, and it is tolerated by the body.

The wires average 30 nanometers thick and 2-3 microns long, just barely visible to the naked eye.

Since testing has so far been done only in cell cultures, the team plans to do further experiments to see how well the cardiac patches function in live animal models, and to get a better understanding of how exactly the nanowires are enhancing electrical signaling and contraction.

Kohane believes the gold fibers help because they're long enough to cross the scaffolding material that holds the cells and may act as a barrier to electrical conduction. In addition, the experiments showed enhanced production of troponin I, a protein involved in muscle calcium binding and contraction, and connexin-43, a protein involved in electrical coupling between cells that is believed to play a critical role in the development of the heart's architecture and in the synchronized contraction of the heart.

The study was funded by the National Institutes of Health and the American Heart Association. The paper's co-first authors were Tal Dvir, PhD, and Brian Timko, PhD, both of the Department of Chemical Engineering, Massachusetts Institute of Technology, and the Laboratory for Biomaterials and Drug Delivery at Children's Hospital Boston.

Supporters of Bahrain rulers rebuff vote boycott (AP)

MANAMA, Bahrain ? Rebuffing an election boycott by Shiite protest groups, supporters of the country's Sunni rulers voted in a special parliamentary election that is likely to reinforce divisions after seven months of unrest in the Gulf's main Arab Spring showdown.

Bahrain's confrontation between a reform-seeking Shiite majority and Sunni rulers holding near-total power remains one of the trickiest puzzles for the West as the Middle East's politics are redrawn.

The Shiites' calls for a greater say in national affairs echoes the same notes as in other Arab nations whose uprisings gained clear Western support. But Bahrain's Sunni rulers have strong cards that most others cannot play, including a critical military partnership with Washington as hosts to the U.S. Navy's 5th Fleet ? the Pentagon's front-line force against potential threats from Iran.

"This is a fake election. It's useless," said one man among a group of young Shiites gathered in streets littered with trash, rocks and tear gas canisters from clashes the night before.

"We don't have any stake in the political system anymore," said the man, who only gave his first name, Ali, fearing retaliation by the authorities.

The elections were needed to fill 18 seats in the 40-member parliament left vacant by a mass resignation of Shiite lawmakers to protest crackdowns, including deadly clashes, arrest sweeps and workplace purges. The boycott call by the main Shiite blocs effectively turned their backs on Bahrain's political system and staked their hopes in an embarrassingly low turnout at the elections.

But Bahrain's state TV announced the turnout at 51 percent in the districts with open seats ? lower than the 67 percent turnout in last year's full parliamentary election, but an apparent strong reply against the boycott.

Most of the voters who turned out Saturday appeared to be supporters of the government.

Full results are expected by early Sunday. But the most important outcome was already determined by the Shiite boycott: The opposition must now decide whether to escalate public protests as their best remaining option.

"Leaving the political process opens up the obvious question of where to go from here," said Toby Jones, an expert on Bahraini affairs at Rutgers University. "This opens the door for groups calling for more confrontation."

More than 30 people have died in the unrest and hundreds have been arrested, including activists sentenced to life in prison after being convicted of plotting to overthrow the ruling system.

In recent months, Bahrain has faced near daily skirmishes after security forces crushed a wave of large-scale marches and sit-ins inspired by other Arab uprisings. The current clashes are isolated in Shiite neighborhoods and pose no direct danger to the leadership. But they highlight the deep frustrations among many Shiites ? who account for about 70 percent of the population ? and the growing belief in poorer districts that mass protests are the only way to force change.

Hours after the voting ended, clashes raged in some mainly Shiite areas into early Sunday.

Shiites claim they suffer widespread discrimination, including being blocked from top political and government posts. They also bristle at daily evidence of perceived second-class status, such as security forces bringing aboard Sunni Muslims from other Arab nations and south Asia under a government program that grants citizenship in exchange for loyalty.

"Each side sees itself as the legitimate voice of the country and the others as those standing in the way," said Jones. "The election just drives home this message. It's political theater on both sides to make a point."

Security was boosted to high-alert levels for the election. Police set up dozens of checkpoints and patrolled key roadways.

An election coordinator, Brig. Abdullah bin Saif Al Nuaimi, said several arrests were made for trying to disrupt the voting, including throwing stones at cars coming to polling stations.

The voting in predominantly Shiite areas appeared light. At one polling station in the Manama neighborhood of Sanabis, which has been the scene of clashes since Friday, only about 30 ballots were cast in the first four hours of voting.

But at a polling station in Hamad Town, a mixed Sunni-Shiite area, the voting was noticeably stronger with a steady stream of people. Voting was also brisk at special locations, including a mall in the capital, Manama.

Bahrain's parliament has little direct powers, but it carries important symbolism as part of limited political reforms started about a decade ago. It also is one of the few popularly elected bodies permitted by the Arab kings and sheiks who rule the Gulf from Kuwait to Oman.

"It was my duty to vote and show I have solidarity with the leaders of Bahrain," said Samira, a 32-year-old Sunni, who only gave her first name for fear of being harassed after she voted in Sanabis.

Bahrain's prime minister, Prince Khalifa bin Salman Al Khalifa, claimed the voting "asserted that we are on the right path toward a better future." A government-issued guide to the elections carried the heading: "From anarchy to action."

The U.S. has urged all parties in Bahrain to restart reconciliation talks, which were opened by the government in July and produced a set of proposals that included boosting the powers of the parliament. But the U.S. has been careful not to reprimand Bahrain's leaders too harshly in public to avoid jeopardizing strategic bonds in the Gulf.

Bahrain has the backing of powerful neighbors. A Gulf force, led by Saudi Arabia, was dispatched to Bahrain in March to help prop up the 200-year-old Sunni dynasty.

But the protests across the region have stirred some small steps toward more political openness.

The United Arab Emirates also held elections Saturday for seats on a national advisory council, which has no legislative powers but is promoted by Emirati officials as part of a widening "experiment" in allowing a greater public voice in affairs. The UAE's elections will be decided by about 129,000 hand-picked voters.

Next week, Saudi Arabia plans to hold municipal elections after a nearly two-year delay. Women, however, will be still barred from participating or voting.
