(AP) ? It took nearly 50 years, but Francois Englert of Belgium and Peter Higgs of Britain won the 2013 Nobel Prize in physics Tuesday for figuring out how the universe's most basic building blocks acquire mass and form the world we know today.

The two men developed their ideas independently of each other in the 1960s and they seemed to underpin the whole Standard Model of physics, which offered a framework for how the universe works. Yet their theory was only confirmed last year when researchers at the CERN laboratory in Geneva discovered the so-called Higgs boson, or particle, in a major breakthrough.

To track down the elusive subatomic unit ? sometimes referred to by laymen as the "God particle" ? thousands of scientists at CERN, the European Organization for Nuclear Research, had to build the world's biggest atom smasher. The $10 billion Large Hadron Collider operates in a 17-mile (27-kilometer) tunnel beneath the Swiss-French border.

"I am overwhelmed to receive this award and thank the Royal Swedish Academy," the 84-year-old Higgs said in a statement released by the University of Edinburgh, where he is a professor emeritus. "I hope this recognition of fundamental science will help raise awareness of the value of blue-sky research."

Englert, 80, thanked all those who helped him in his research and said he could not have imagined getting a Nobel Prize when he started the work 50 years ago.

"You don't work thinking to get the Nobel Prize. That's not how you work," said Englert, a professor emeritus at the Universite Libre de Bruxelles in Belgium. "(Still) we had the impression that we were doing something that was important, that would later on be used by other researchers."

For once, the Nobel physics judges picked a prize that had been widely anticipated; their choices are normally hard to predict. However, the announcement was delayed by an hour, which is highly unusual.

The academy said on Twitter it was "still in session" when it was supposed to make its announcement, but didn't explain the reason for the delay. It could be a while before the world finds out why, because the academy's deliberations are kept secret for 50 years.

Permanent Secretary Staffan Normark said the academy couldn't reach Higgs by phone on Tuesday, but wouldn't say whether that's what caused the delay.

By awarding only the men behind the theory, the prize committee avoided the tricky issue of picking someone at CERN to share the award. Nobels can be shared by no more than three people.

Academy member Ulf Danielsson noted that the prize citation also honored the work done at CERN, even though it didn't single out any of its scientists.

"This is a giant discovery, it means the final building block in the so-called standard model for particle physics has been put in place, so it marks a milestone in the history of physics," Danielsson said.

"I'm thrilled that this year's Nobel Prize has gone to particle physics," said CERN Director General Rolf Heuer. He added that the discovery of the particle at CERN "marks the culmination of decades of intellectual effort by many people around the world."

In the CERN cafeteria, applause broke out and champagne bottles popped. Heuer told everyone to applaud themselves for their work.

Englert and Higgs were trying to provide an answer to a riddle: why do certain fundamental particles have mass. They proposed the existence of an invisible field that sprawls through space like a net. The building blocks of matter, they suggested, acquired mass shortly after the Big Bang, when they were trapped by this field. Much later, as the universe cooled, they formed atoms. To detect the field, the scientists suggested looking for the Higgs boson, because all fields are associated with a particle.

Decades would pass before scientists at CERN were able to confirm the particle's existence in July 2012.

Only about one collision per trillion will produce one of the Higgs bosons in the giant atom collider, and it took CERN some time after the discovery of a new "Higgs-like" boson to decide that the particle was, in fact, very much like the Higgs boson expected in the original formulation.

The phrase "God particle" was coined by Nobel Prize-winning physicist Leon Lederman, but it's disliked by most physicists because it connotes the supernatural. Lederman said later that the phrase ? mostly used by laymen as an easier way of explaining the theory ? was really meant to convey that he felt it was the "goddamn particle," because it proved so hard to prove.

Michael Turner, president of the American Physical Society, an organization of physicists, said the Higgs particle captured the imagination of the public.

"If you're a physicist, you can't get in a taxi anywhere in the world without having the driver ask you about the Higgs particle," said Turner, a cosmologist at the University of Chicago.

Turner said the Higgs is the first in a class of particles that scientists think played a role in shaping the universe. That means it points the way to tackling mysteries like the nature of so-called dark energy and dark matter, he said.

The physics prize was the second of this year's Nobel awards to be announced. On Monday, the Nobel Prize in medicine was given to American scientists James Rothman, Randy Schekman and Thomas Sudhof for discoveries about how key substances are moved around within cells.

The prizes, established by Swedish industrialist and Alfred Nobel, will be handed out on Dec. 10 ? the anniversary of his death in 1896. Each prize is worth 8 million Swedish kronor ($1.2 million).

Spectacular sunset shuts down summer in Washington, D.C. (PICTURES)

October suffered an identity crisis in its first week, confusing itself with July. The average high October 1 through 6 was 88 degrees. But Monday?s cold front, complemented by gusty downpours, put an abrupt end to the summery wave.

Marking the transition from summer to fall-like weather came an impeccably-timed sunset, casting light on the departing frontal clouds in a blend of stunning yellow, orange, red, magenta, and purple hues.

Social Security judge accused of disability scheme

WASHINGTON (AP) ? A retired Social Security judge in West Virginia collaborated with a lawyer to improperly award disability benefits to hundreds of applicants, according to a report released Monday by congressional investigators.

The report accuses retired administrative law Judge David B. Daugherty of scheming with lawyer Eric C. Conn to approve more than 1,800 cases from 2006 to 2010.

"By 2011, Mr. Conn and Judge Daugherty had collaborated on a scheme that enabled the judge to approve, in assembly-line fashion, hundreds of clients for disability benefits using manufactured medical evidence," said the report by the staff of the Senate Homeland Security and Governmental Affairs Committee.

"The report describes how one lawyer, several judges and a group of doctors took advantage of the situation and exploited the program for their own personal benefit," Sen. Tom Coburn, R-Okla., said at a committee hearing Monday. "Together, they moved hundreds of claimants onto the disability rolls based on manufactured medical evidence and boilerplate decisions. As a result they saw millions of dollars flow their way, promotions at work and had bad behavior ignored."

Conn runs a law firm specializing in disability cases in Stanville, Ky., near the West Virginia border. Daugherty, who was a judge based in Huntington, W.Va., retired in 2011 after questions were raised about his relationship with Conn, the report said.

According to the report, the Social Security Administration paid Conn's firm more than $4.5 million in attorney fees from cases heard by Daugherty from 2006 to 2010. In 2010, Conn was the third highest-paid disability lawyer in the country, the report said.

Investigators reviewed Daugherty's bank records and found $96,000 in unexplained cash deposits, the report said.

"From 2003 to 2011, Judge Daugherty's bank records contain regularly occurring cash deposits totaling $69,800, the source of which is unexplained in the judge's financial disclosure forms," the report said. "From 2007 to 2011, his daughter's bank records list similar cash deposits totaling another $26,200. When asked about the $96,000 in cash deposits, Judge Daugherty refused to explain their origin or the source of the funds."

Neither Daugherty nor Conn could be reached for comment. Both men were scheduled to testify Monday at a committee hearing.

Justice Department spokesman Brian Fallon declined to comment on whether the Justice Department is conducting a criminal probe of the matter.

Questions about Daugherty's relationship with Conn were first raised by The Wall Street Journal in 2011.

Nearly 11 million disabled workers, spouses and children get Social Security disability benefits. That's a 45 percent increase from a decade ago. The average monthly benefit for a disabled worker is $1,130.

An additional 8.3 million people get Supplemental Security Income, a separately funded disability program for low-income people.

In order to qualify, people are supposed to have disabilities that prevent them from working and are expected to last at least a year or result in death.

Social Security disability claims are first processed through a network of local Social Security Administration field offices and state agencies called Disability Determination Services. About two-thirds of initial claims are rejected, according to agency statistics.

If your claim is rejected, you can ask the field office or state agency to reconsider. If your claim is rejected again, you can appeal to an administrative law judge, who is employed by Social Security.

The average processing time for a hearing before a judge is a little longer than a year, according to the agency. Daugherty approved claims for Conn's clients in as little as 30 days, the report said.

Player ratings of the U.S. team at the Presidents Cup

DUBLIN, Ohio (Reuters) - Player performances and reactions from the United States team at the 2013 Presidents Cup at Muirfield Village Golf Club.

TIGER WOODS

Won four of his five matches, the most of any player from either team, and fittingly won the decisive point to clinch the trophy when he beat Richard Sterne in Sunday's singles.

"It was a team effort this whole week. We really played well and gave ourselves a really nice lead going into the singles."

MATT KUCHAR

With his consistent ball-striking proved to be an effective partner for Woods in the foursomes and fourballs, although the pair lost their final pairs match to Ernie Els and Brendon de Jonge. His defeat to Marc Leishman in the singles ended the tournament on a slightly sour note though for the Floridian.

"I think I may relax him a little bit out there," said Kuchar of his influence on Woods.

STEVE STRICKER

The dependable Stricker took the solitary American rookie Jordan Spieth under his wing and the pair won their first two matches together while the 46-year-old also enjoyed a foursomes win with Bill Haas. Lost his singles match to an inspired Ernie Els but his three points this week were crucial for the U.S. After failing to make a point in the U.S's Ryder Cup defeat last year, this was a good bounce-back for Stricker.

"Last year still stings. If you ask the guys that were on that team last year, I guarantee every one of them would think that last year at the Ryder Cup still hurts a bit. So I think it's important that we came here and got a win. Moving forward in the right direction to try to win the Ryder Cup next year."

ZACH JOHNSON

Johnson's involvement in the Presidents Cup was at risk after he picked up a nasty stomach bug in the days before the tournament but his three points, including a key singles win over Branden Grace on Sunday, were vital for the Americans. His highlight was his spectacular 115-foot wedge shot into the hole to secure a win in the foursomes with Jason Dufner late on Saturday night that helped shift the momentum firmly to the U.S.

"Definitely luck. You make a shot from that distance, it's luck, but you know, we were teasing the hole a few times, so one fell in," said Johnson of his winning shot on Saturday.

JASON DUFNER

The PGA Championship winner made up a useful pairing with Johnson in the doubles format and the floppy-haired Dufner picked up his third point of the week with a well-earned 4&3 victory over Brendon de Jonge.

"For us to be down a couple holes, and then to come back and actually close the match out before darkness suspended play, I think is pretty key," Dufner said of his Saturday foursomes win with Johnson ... hopefully it fired up the guys. It seemed like it turned some of the matches."

WEBB SIMPSON

Had mixed fortunes with Bill Haas in doubles play and halved his singles match with Louis Oosthuizen but led for 16 of 17 holes before conceding the final hole to the South African. As the Cup had already been decided, they were allowed to halve the match at the 18th.

"I don't have the best record at the Memorial (tournament held at Muirfield Village) but coming here, I knew it was going to be a great week no matter what."

BILL HAAS

Not a spectacular week for Haas, whose father Jay was an assistant captain to Fred Couples, but his two-and-a-half points in the doubles were a useful contribution even if Masters champion Adam Scott was too much for him in the singles.

"I love being a part of these teams, it was my second one. It was fantastic. It's one of the few times that I'm treated as a peer by my dad in a sense and not his son. He treats me as another player of the team and I really enjoy it."

KEEGAN BRADLEY

The pair of Bradley and Phil Mickelson bounced back from a first round defeat to pick up two-and-a-half points in their next three doubles contests but Bradley lost out to South African Charl Schwartzel in the singles.

"There's no I'm sorries or any of that nonsense. We are just going to make the shot or get it up?and?down," he said of his pairing with Mickelson.

"We seemed to feed off each other. I love showing off in front of him and I think he likes showing off in front of me. It's a lot of fun."

PHIL MICKELSON

His defeat to Angel Cabrera in the singles came after the tournament was won by the U.S. with Mickelson bogeying the last two holes. Picked up two-and-a-half points with Bradley in the doubles though without ever really hitting his spectacular best.

"Over the course of my career, these weeks become some of the most special weeks of the year and of my career. They are weeks that we look back on fondly. They are where friendships form that last a lifetime."

BRANDT SNEDEKER

Lost his first two doubles matches but victories with Hunter Mahan and then Simpson over key South African pair Louis Oosthuizen and Charl Schwartzel were crucial wins that sent the U.S. on the road to victory. Was comprehensively beaten by Jason Day 6&4 in the singles.

Of the key win he said: "Every time we thought we got some momentum going they would make a birdie putt on us or do something pretty spectacular. It was nice to hang in there and hit some quality shots."

JORDAN SPIETH

Was a captain's selection for the U.S. team after a fantastic season in which he won PGA Tour Rookie of the Year honours. Picked up two points through wins with Steve Stricker in the first and second round. Was beaten by an inspired Graham DeLaet in the singles.

"Having Steve as my partner the first couple matches, we were able to get out there and get a couple wins, which settled me down for the rest of the week. All in all, on and off the course, it was definitely more than I ever could have dreamed of."

HUNTER MAHAN

A solid contribution with two points, including a big win over Schwartzel and Oosthuizen with Snedeker in the third round fourball and a key singles triumph 3&2 over Hideki Matsuyama.

(AP) ? Survivors of a fiery shipwreck that killed more than 110 African migrants clung for hours to empty water bottles in the dark, trying desperately to keep themselves from drowning in the sea, an Italian fisherman said Friday.

Lampedusa resident Vito Fiorino said he was the first to come across dozens of migrants scattered in the Mediterranean Sea while he was on an early morning fishing expedition.

At first he thought their weak cries were that of seagulls. Then he saw what terrible shape they were in, coated with gasoline from the smugglers' boat, barely clothed or wearing rags. Some didn't have the strength to grab the lifesaving ring thrown to them. Once on board, they told him they had been fighting to stay alive for three hours.

"It was a scene from a film, something you hope never to see in life," he told The Associated Press.

Fiorino said he alerted the Italian coast guard and other boats when he came upon desperate migrants just before 7 a.m. Thursday. He and his friends lifted 47 people up onto his 10-meter (32-foot) boat.

Lampedusa, a tiny Italian island 70 miles (113 kilometers) off Tunisia, is closer to Africa than the Italian mainland and has been at the center of wave after wave of illegal immigration.

On Friday, Italian coast guard boats carrying divers headed out from Lampedusa to search for more bodies, but choppy waters hampered their efforts.

The scope of the tragedy at Lampedusa ? with 111 bodies recovered so far, 155 people rescued and up to an estimated 250 still missing, according to officials ? has prompted outpourings of grief. Italian officials demanded a comprehensive European Union immigration policy to deal with the tens of thousands of migrants fleeing poverty and strife in Africa and the Middle East.

Pope Francis called Friday a "day of tears," denouncing the "savage" system that he said drives people to leave their homes for a better life, yet doesn't care when they die in the process.

Dutch lawmaker Tineke Strik, who has reported on migrant deaths on the Mediterranean, urged Italy to investigate claims that some fishing boats or other vessels had ignored calls for help from the doomed boat. Some survivors told U.N. workers that a fishing boat had passed them but it was not clear if the boat saw the migrants, said Barbara Molinario of the U.N. High Commissioner for Refugees.

Strik, in comments reported Friday by the Parliamentary Council of Europe, acknowledged that some provisions of Italian law "effectively dissuade" boat captains from helping migrants in distress. She insisted no law should impede rescuing people whose lives are in danger.

Fiorino, the Italian fisherman, told The Associated Press he saw no signs of any bad behavior from people in boats.

The 66-foot (20-meter) smuggler's boat was carrying migrants from Eritrea, Ghana and Somalia when it caught fire early Thursday near the Lampedusa port, authorities said. The fire panicked those on board the rickety boat. They stampeded to one side, flipping it over, and hundreds of men, women and children, many of whom could not swim, were flung into the sea.

"The migrants told us there were about 500 of them," Veronica Lentini, a field officer for the International Organization for Migration, told reporters. "The boat capsized and they fell in the water, but many of them were trapped inside the boat."

Molinario said authorities were expecting the number of missing to be around 250, based on survivor accounts.

Italian coast guard ships, fishing boats and helicopters from across the region were taking part in the search operations. Coast guard divers found the wreck late Thursday on the sea floor, 130 feet (40 meters) below the surface, with bodies scattered around it.

"Today the operations we plan to do are focused on searching inside the ship where bodies are trapped," Capt. Filippo Marini, a coast guard spokesman, told reporters Friday. "We don't have the number of the bodies; we don't know the real number yet."

Rescue crews hauled body bags by the dozens into Lampedusa port on Thursday, lining them up under multicolored tarps on the docks.

The UNHCR believes this is likely to be the biggest such tragedy on record involving migrants in the Mediterranean. But the agency said there were many other incidents of boats arriving with many dead ? one with 63 dead on board and seven survivors, and others in which survivors arrive saying dozens have died at sea, but can't be verified because the bodies are never found.

"Here it is all within 600 meters (650 yards) of shore and we will have more clarity," said Laurens Jolles, the UNHCR representative in Italy.

Thousands make the perilous crossing each year, seeking a new life in the prosperous European Union. Smugglers charge thousands of dollars a head for the journey aboard overcrowded, barely seaworthy boats that lack life vests. Each year hundreds die in the crossing.

Tom Clancy, best-selling novelist of military thrillers, dies at 66 in Baltimore

Tom Clancy, whose complex, adrenaline-fueled military novels made him one of the world?s best-selling and best-known authors, died on Tuesday in a hospital in Baltimore.

He was 66.

Ivan Held, the president of G.P. Putnam?s Sons, his publisher, did not provide a cause of death.

Clancy?s books were successfully transformed into blockbuster Hollywood films, including ?Patriot Games,? ?The Hunt for Red October? and ?Clear and Present Danger.?

His next book, ?Command Authority,? is planned for publication on Dec. 3.

Seventeen of his novels were No. 1 New York Times best sellers, including his most recent, "Threat Vector," which was released in December 2012.

Clancy was an insurance salesman when he sold his first novel, ?The Hunt for Red October,? to the Naval Institute Press for only $5,000.

After the book?s publication in 1985, Clancy was praised for his mastery of technical details about Soviet submarines and weaponry. Even high-ranking members of the military took notice of the book?s apparent inside knowledge.

In an interview in 1986, Clancy said, ?When I met Navy Secretary John Lehman last year, the first thing he asked me about the book was, ?Who the hell cleared it?? ?

David Shanks, a Penguin executive who worked with Clancy for decades, called him ?a consummate author, creating the modern-day thriller, and one of the most visionary storytellers of our time.?

New commercial supply ship reaches space station

CAPE CANAVERAL, Fla. (AP) ? NASA's newest delivery service pulled up at the International Space Station on Sunday after a week's delay, bringing more than a half-ton of meals and special treats to the astronauts who assisted in the high-flying feat.

With the smooth linkup, Orbital Sciences Corp. became only the second company to accomplish such a far-flung shipment.

The space station astronauts used their ship's huge robot arm to grab the Cygnus capsule, as the two vessels zoomed 260 miles above the Indian Ocean.

"Everybody is just so excited," Mission Control radioed. Ground teams described the achievement as "epic" and "superb.'"

Orbital Sciences launched the Cygnus capsule on this test flight from Virginia on Sept. 18. It was supposed to reach the space station last Sunday, but got held up by inaccurate navigation data. A software patch fixed everything. Then the Cygnus had to wait for a Russian spacecraft bringing three new astronauts in midweek.

The successful arrival means the Virginia-based company can begin making good on a $1.9 billion contract with NASA for a series of Cygnus deliveries. The next one could fly by Christmas.

Applause could be heard in Mission Control once Italian astronaut Luca Parmitano grabbed hold of Cygnus with the space station's hulking mechanical arm.

"Good capture. That's a long time coming," Mission Control radioed.

"Smiles all around," added Orbital Sciences in a tweet.

Sunday's successful operation culminated years of effort for Orbital Sciences, which was hired by NASA along with the California-based Space Exploration Technologies Corp. to keep the space station well stocked in this post-shuttle era.

SpaceX has been launching its supply ships, called Dragon, for more than a year. It's also working on a possible manned capsule that would ferry U.S. astronauts to the space station, rather than having them hitch rides on Russian rockets.

Unlike the SpaceX Dragon that can return items to Earth, the Cygnus is designed to burn up upon descent. Once unloaded of its 1,300 pounds worth of food, clothes and other items, it will be filled with trash and cut loose toward the end of October. That's how the Russian, European and Japanese supply ships end up as well: self-destructing garbage cans.

The latest delivery included student experiments and, almost certainly, chocolate for the six-person crew. That's what astronaut Karen Nyberg was expecting, anyway, from her astronaut-husband and 3-year-old son.

Following the early morning capture, the astronauts worked to install Cygnus ? named after the swan constellation ? on the space station. The hatch opening was set for early Monday.

Both Parmitano and Mission Control paid tribute to the late astronaut for whom the Cygnus is dedicated: G. David Low. Low flew three times on space shuttles, then went to work for Orbital Sciences to help in this new commercial space effort. He died of cancer in 2008 at age 52. His family attended the Cygnus launch from NASA's Wallops Flight Facility.

"To our great friend and colleague G. David Low ...this one's for you," Orbital Sciences said via Twitter.

London refused to be drawn on comments by Kenya's foreign minister that a British woman was among the militants behind the deadly Nairobi shopping mall attack.

But the Foreign Office did say that Britain would do all it could to assist in bringing those responsible to justice.

Kenyan Foreign Minister Amina Mohamed told US public broadcaster PBS that two or three American men and a British woman were among those to blame for the carnage.

"And she has, I think, done this many times before," she told PBS.

A spokesman for the Foreign Office in London said the ministry was "aware" of Mohamed's comment.

"We continue to liaise very closely with the Kenyan authorities and to support their investigation into this attack," he said.

"The UK will do everything it can to support the Kenyans bringing everyone responsible for this barbaric attack to justice."

Somalia's Al Qaeda-linked Shebab insurgents have claimed the attack, which began Saturday when the gunmen marched into the complex, firing grenades and automatic weapons and sending panicked shoppers scrambling for their lives.

At least 62 shoppers and staff have been killed and close to 200 wounded in the siege.

Facebook, other banned sites to be open in China free trade zone: report

SHANGHAI (Reuters) - Facebook, Twitter and other websites deemed sensitive and blocked by the Chinese government will be accessible in a planned free-trade zone (FTZ) in Shanghai, the South China Morning Post reported on Tuesday.

Citing unidentified government sources, the Hong Kong newspaper also said authorities would welcome bids from foreign telecoms firms for licenses to provide Internet services in the zone.

China's ruling Communist Party aggressively censors the Internet, routinely deleting online postings and blocking access to websites it deems inappropriate or politically sensitive.

Facebook and Twitter were blocked by Beijing in mid-2009 following deadly riots in the western province of Xinjiang that authorities say were abetted by the social networking sites. The New York Times has been blocked since reporting last year that the family of then-Premier Wen Jiabao had amassed a huge fortune.

The recently approved Shanghai FTZ is slated to be a test bed for convertibility of China's yuan currency and further liberalization of interest rates, as well as reforms of foreign direct investment and taxation, the State Council, or cabinet, has said. The zone will be formally launched on September 29, the Securities Times reported earlier this month.

The idea of unblocking websites in the FTZ was to make foreigners "feel like at home", the South China Morning Post quoted a government source as saying. "If they can't get onto Facebook or read The New York Times, they may naturally wonder how special the free-trade zone is compared with the rest of China," the source said.

A spokesman for Facebook said the company had no comment on the newspaper report. No one at Twitter or the New York Times was immediately available to comment.

China's three biggest telecoms companies - China Mobile, China Unicom and China Telecom - have been informed of the decision to allow foreign competition in the FTZ, the sources told the newspaper.

The three state-owned companies had not raised complaints because they knew the decision had been endorsed by Chinese leadership including Premier Li Keqiang, who has backed the Shanghai FTZ, the sources added.

King?Norodom Sihamoni?issued a decree reappointing?Hun Sen, giving the royal seal of approval to the results of July's general election, and the long-serving premier is expected to outline his new government's policies to parliament on Tuesday.

Security at the?National Assembly?and elsewhere in the capital,?Phnom Penh, was tight, with many roads blocked off after opposition protests last week in which one man died.

"Our goal still stands. We are boycotting today's meeting because the truth has not been uncovered and there has been no breakthrough,"?Yim Sovann, a lawmaker for the opposition?Cambodia?National Rescue Party (CNRP), told Reuters.

"This meeting is a violation of the constitution."

The?National Election Committee?(NEC) says?Hun Sen's?Cambodian People's Party?(CPP) won 68 seats in the July 28 election to the CNRP's 55. That was already a big setback for?Hun Sen, but the CNRP claimed victory, saying it was cheated out of 2.3 million votes.

The opposition and some political analysts say a quorum of 120 lawmakers is needed to open parliament.?Hun Sen?has ignored that, saying the rules stipulate a new government can be formed if 63 of the 123 lawmakers vote in favor.

"The positive mood that was witnessed during the campaign period and the hope inspired by the election outcome, which signaled that?Cambodia?was on a sure path to a fully functioning democracy, are now fading," said?Ou Virak, president of the?Cambodian Center for Human Rights.

But he thought the opposition would continue to press for concessions. "They can also look for signs of division and breakdown within the ruling party as I think their ultimate goal at this stage is to see?Hun Sen, not the CPP, out of power."

Hun Sen?and CNRP leader?Sam Rainsy?held talks last week and agreed to look at how future elections are held plus possible reforms to national institutions. However, the premier has refused to accept any further investigation into the July poll.

A?U.S. embassy?statement issued after parliament opened called for "a transparent review of irregularities", to help address flaws in the electoral process.

It called on the two parties to follow up on a statement last week agreeing to further dialogue. "We believe that a functioning?National Assembly?requires the participation of both major political parties."

The?European Union?urged both sides to work to reform the electoral process. But the?National Assembly, it said in a statement, "cannot serve its purpose without the participation of all elected political parties".

MOVE ON

Independent analyst?Chea Vannath?said that while the CNRP had the right to demand an independent inquiry, the investigation could go ahead at some time in the future.

"The king has already issued a message and things can't go back ... The CNRP should start the hard work that will be needed over the next five years," she added.

King Sihamoni had turned down a request from the CNRP to delay the start of parliament, saying he was constitutionally required to preside over the opening within 60 days of the poll.

In his address to the house, the king said newly elected members of parliament had to put the national interest first.

"The Cambodian nation must stand united and show the highest national solidarity based on the implementation of the principles of democracy and rule of law that we have been practicing since 1993," he said.

That year?Cambodia?held its first elections, under United Nations supervision, since before the ultra-maoist?Khmer Rouge?regime of the late 1970s and the civil war that followed.

Hun Sen, 61, has been in power for 28 years and has said he will rule?Cambodia?into his seventies.

He portrays himself as the man who saved?Cambodia?from the terror and chaos of the?Khmer Rougeyears. But his authoritarian rule, along with widespread corruption, alienated many young people who did not live through that era and who turned to the newly merged opposition CNRP in the election.

Will Arnett Shows Up To Emmys Looking Orange, Twitter Collectively Gasps

Remember like ten years ago when something crazy would happen on television and you would need to wait until the next day to talk to your friends about it? Well, those days are gone thanks to Twitter. Now, when the world collectively reacts to something goofy, horrifying or beautiful, all you need to do is check your Twitter feed to find out what others are thinking. Halfway through the Emmys, the world is sounding off on the service, and let the record show, everyone seems to be talking about one specific thing: Will Arnett?s skin.

The funnyman showed up to the Emmys looking like he fell asleep in a tanning bed, and while Ryan Seacrest and company shut their mouths about it on the red carpet, non-famous observers weren?t so kind. You can take a look at a random sampling of the aggression below?







Here?s the thing about the red carpet. The goal for women might be to stand out in a fun, exciting and beautiful way, but the goal for men is simply to blend in. An overwhelming majority of the time men are talked about on Fashion Police, it?s for a hideous mistake, not for looking good.

"Jekyll and Hyde scenario" for immune cells and breast cancer

Researchers at the University of Adelaide have shown that while the immune cells known as macrophages have a role to play in the normal function of the breast, at certain stages in the menstrual cycle they may also help to make the breast more susceptible to cancer.

In a study published in the journal Biology of Reproduction, the researchers explained that as the mammary gland ?undergoes development and regression over the course of the ovarian cycle under the regulation of ovarian hormones ... macrophages are implicated as local mediators of this tissue remodelling?. But in laboratory studies analysing the mammary gland cells of mice, the role of the cells was found to change because of fluctuations in hormones during different times of the month.

?These cells should be protecting our body from cancer, but at certain times of the month it appears macrophages might be allowing cancerous cells to escape immune system detection,? said Associate Professor Wendy Ingman, the lead author of the study and Head of the Breast Biology & Cancer Unit with the University of Adelaide?s School of Medicine, the Robinson Institute and the Queen Elizabeth Hospital.

?It?s sort of a Jekyll and Hyde scenario - we need the macrophages to do their job so that the breast can function normally, but at the same time they?re giving cancerous cells the chance to survive,? she said.

The research indicates that there is a ?window of risk? around the time when women have their period, said Associate Professor Ingman. ?This is when levels of the hormone progesterone drop, and this affects how the breast functions. At this time, immune defences in the breast tissue are down and women could be more susceptible to the initiating factors that lead to breast cancer.?

Associate Professor Ingman said researchers have known for some time that there is a link between the number of years of menstrual cycling and breast cancer risk, but only now are they ?starting to understand the cell-to-cell interactions that are impacting on this risk?.

By better understanding the biological factors that underpin breast cancer susceptibility, ?we might one day be able to close these windows of risk and reduce women?s lifetime risk of breast cancer?, said Associate Professor Ingman.

BIRMINGHAM ? Southeastern Conference Commissioner Mike Slive remains very critical of the NCAA?s rules governing agents, an issue that continues to plague his league.

?I feel like the current NCAA rules and regulations are part of the problem, they?re not part of the solution,? Slive said Thursday in an interview with the Associated Press. It virtually was a repeat of his message at SEC media days three years ago when agent-related incidents also prompted investigations at three schools.

Slive is adamant change is needed.

?What we had hoped for was for a total rethink of the rules and regulations as they relate to agents,? Slive said. ?A task force was formed and began to do some work and then for reasons I?m not clear on, the conversations ended.?

He?s pushing for changes in the NCAA that include affording prospect-heavy leagues like the SEC the authority to create their own rules to curb such problems.

The agent issue is back in the news forefront once again even as several SEC teams are in the mix to extend the league?s national title streak to eight seasons.

A recent Yahoo report said a runner for agents provided improper benefits to football players at Alabama, Tennessee and Mississippi State.

It?s potentially the most damaging of several issues involving an SEC team, player or coach since the summer.

Sports Illustrated cited widespread violations at Oklahoma State. Texas A&M Heisman Trophy winner Johnny Manziel was suspended a half-game by the school for ?inadvertent? rules violations involving autographs.

Still, Slive said it?s nothing like the situation he inherited in taking over the SEC in 2002.

Five football programs at that time were on probation or under investigation. He said with individuals and organizations ?progress is two steps forward with an occasional one step backward.?

No coaches were cited as participants in any wrongdoing in the Yahoo report, and Slive said such allegations are about individual, not institutional, behavior. All three schools have said they?re reviewing the allegations, and Tennessee has made the only current player named in the report ? defensive lineman Maurice Couch ? ineligible.

?There is no relationship to these events that have occurred recently to what took place years ago, because first of all our institutions deal with these issues in a very, very comprehensive, clear way with integrity,? Slive said. ?We have a very different environment than we had in 2002 when I came.?

Mississippi State and Tennessee?s football programs are currently on probation for previous violations.

Slive said universities should be able to help players, not hinder them, when it comes to agents.

?We need to create rules that allow our student-athletes to deal with agents in sunshine, not deal with runners that are going down back alleys,? he said. ?We need to provide a different way to deal with agents.?

The Yahoo report cited text messages and financial records of former Alabama defensive end Luther Davis and an unnamed NFL source who said Davis was a go-between for the players with NFL agents and financial advisers. Davis allegedly engaged in transactions totaling more than $45,000 with three NFL agents and three financial advisers.

Current LSU coach Les Miles has said he and his staff did nothing wrong at Oklahoma State, where he coached from 2001-04.

Oklahoma State is reviewing accusations in a Sports Illustrated report that allegedly occurred between 2001 and 2010. Miles said in the wake of the allegations that he took issue with ?the idea that somebody would characterize the program that was run there as anything but right and correct.? He also said those making the accusations had been dismissed and ?weren?t there long enough to figure it out.?

Navy Yard shooter seemed to aim at random, FBI chief says

WASHINGTON (Reuters) - The contract worker who opened fire at the Washington Navy Yard this week appeared to have no particular target as he moved through a building and shot and killed 12 people, FBI Director James Comey said on Thursday.

Comey, whose agency is leading the investigation into the shooting, said that in surveillance video the man identified as 34-year-old Aaron Alexis "appears to be moving without particular direction or purpose."

Thousands of workers streamed back into the Washington Navy Yard on Thursday, three days after Alexis, a former reservist working at the site as a contractor, opened fire with a shotgun as he wandered several floors and hallways.

The sprawling, walled complex, which covers about 16 blocks of the U.S. capital, had been closed to all but essential personnel and those involved in the investigation into why Alexis, who died in a gun battle with police, mounted his attack.

Three people were wounded and one, a woman shot in the head and hand, was discharged on Tuesday, MedStar Washington Hospital Center said in a statement. The other two, a Washington police officer with leg wounds and a woman shot in the shoulder, are in good condition, it said.

Comey told reporters in a briefing at FBI headquarters that he would not comment on a possible motive for the shooting but said investigators continued to examine evidence, including Alexis' mental condition.

It was not clear how Alexis hid the shotgun that was his primary weapon, Comey said. Video shows Alexis entering a bathroom on the building's fourth floor with a bag and then emerging with the shotgun, but investigators do not know if the shotgun was disassembled, he said.

"The shotgun was cut down at both ends," Comey said. "The stock was sawed off, and the barrel was sawed off a little bit."

Alexis also fired a semi-automatic pistol that he took from a security guard he shot, Comey said. Alexis died after exchanging gunfire with law enforcement officers, about 30 minutes after he began shooting.

Alexis, a U.S. Navy Reserves veteran, entered the base on Monday with a security clearance that allowed him onto military facilities to work as an information technology contractor.

He had been working on a computer server project in the same building where he launched the attack, Comey said.

HEARD VOICES

The Department of Veterans Affairs said on Wednesday that Alexis was treated for insomnia in August at hospitals run by the VA, but that he said he did not have violent thoughts and did not seek care from a VA mental health specialist.

His credentials were still valid, although Rhode Island police had warned the Navy in August that Alexis had reported "hearing voices" and said he believed people were following him and "sending vibrations into his body," according to a Newport police report.

A senior Navy official said on Thursday the service was reviewing why that report had not been shared more widely.

"We don't have any indications that the reports from the Newport police went any higher than the local base security officers there at Newport," Rear Admiral John Kirby, Navy chief of information, told CNN.

"We're taking a hard look at that as well to see why that report didn't go any higher and what should have been done better to make authorities at a higher level than their base security aware of it," Kirby said.

The attack was the second mass shooting on a military base inside the United States in four years. In November 2009, a gunman killed 13 people and wounded 32 at the Fort Hood Army base in Texas.

That shooter, Major Nidal Hasan, said the attack was intended as retaliation for U.S. wars in the Muslim world. Last month a military jury sentenced him to death.

Both incidents shed light on a security conditions within military installations, where military personnel other than security forces are typically prohibited from carrying firearms.

After Monday's attack, Defense Secretary Chuck Hagel ordered a worldwide review of security at U.S. military installations.

Washington Navy Yards, on the Anacostia River which is a tributary of the Potomac, was established in 1799 as a shipbuilding site and a base for defending the city. The complex houses the Naval Sea Systems Command, as well as a human resources operation for Navy civilian workers and a museum and art gallery.

Conservative Lobbyist Derails Bipartisan 'Science Laureate' Bill

No one who's been paying attention for, say, the last few decades, needs to be reminded of how extremely polarized Washington is.

So it's usually good news when Democrats and Republicans can come together on an issue, as they did recently to support the idea of creating the new honorary position of "Science Laureate of the United States."

We have had poet laureates and they seem to have worked out well to promote poetry to the masses, haven't they (though I bet you can't name the current one. Me, either. Google says it's Natasha Trethewey).

So why not a science laureate to sing the praises of scientific discovery, a science ambassador who could get more young people considering science careers?

Legislation was drafted and it gained bipartisan sponsors. The proposal was seen as so self-evidently noncontroversial that House leadership planned to have members vote on it through the same expedited "suspension" process used for naming post offices.

If this were a movie, right about now you'd hear a loud skidding car sound, like someone had suddenly slammed the brakes. That someone would be Larry Hart, legislative director of the American Conservative Union, who happened to notice the science laureate bill on the House legislative calendar.

Hart, who back in the day was an aide on the House Science Committee, saw plenty wrong with the bill. He was troubled by how the bill "never saw the light of day" until 24 hours before it was scheduled to be speedily approved (although the bill was introduced four months ago).

And, he told me in an interview, "I found the bill to be very oddly written."

According to the bill's language, the laureate would be appointed by the president, unlike the poet laureate, who is appointed by the Librarian of Congress. The bill would also allow for the naming of as many as three laureates, whose terms could be constantly renewed, another difference from the poet laureate.

"What I couldn't understand," Hart told me, "was why [Republican] folks who constantly give speeches saying that they're upset with President Obama's appointments would give him the power for new appointments, particularly in the area of science, which he has a particular view of ? in my opinion ? a very politicized view of science. And his appointments in that area, on the regulatory side, have been very political."

Hart said that the administration's stance on global warming and climate science is part of what he sees as Obama's "very politicized view."

"I couldn't understand why the Republican House would take this bill up without any discussion," said Hart.

Neither could the House leadership after Hart made his objections known. The bill was pulled from the calendar and sent to committee for debate and revision.

ScienceMag.org's "Science Insider" blog quotes an unnamed aide for a House Republican co-sponsor of the bill, who says Hart is wrong in his suspicions that the bill would let Obama push a certain agenda.

But the House Republican leadership already has enough fights with its conservative base. You don't have to be a rocket scientist to understand that House GOP leaders are trying to keep one more issue from spinning out of control.
